New Hanover County Pioneers Clean Energy Financing Program
New Hanover County is poised to become a trailblazer in North Carolina by adopting the state's innovative Commercial Property Assessed Clean Energy (C-PACE) program, offering local businesses a groundbreaking pathway to sustainable infrastructure investments.
The program, approved by state legislators last summer, empowers commercial property owners to secure flexible financing for transformative improvements that enhance building resilience, energy efficiency, water conservation, and renewable energy adoption. Remarkably, it can fund up to 100% of a project's cost with more favorable payment terms and competitive interest rates.
Spanning a wide range of property types—from commercial and industrial spaces to multi-unit residential properties—the C-PACE initiative supports diverse improvement projects. Currently, 40 U.S. states and Washington, D.C. have implemented similar programs, positioning North Carolina at the forefront of sustainable development.
Madelyn Wampler, the county's first sustainability manager, championed the program's exploration after local clean energy advocates expressed interest. Her proactive approach culminated in the New Hanover County Board of Commissioners unanimously approving a resolution of intent, with a public hearing and final vote scheduled for February 17th.
Administered through the Economic Development Partnership of North Carolina (EDPNC), the program connects property owners with private capital investors for eligible projects. Whether upgrading heating and cooling systems or installing new roofs, businesses can access long-term financing with extended 20-30 year payment plans.
"This program will help alleviate financial burdens, especially for medium and smaller businesses that might lack immediate capital," Wampler explained. She emphasized that energy-efficient upgrades could generate cost savings that directly contribute to project repayment.
Beyond financial benefits, the C-PACE program aligns with the county's strategic objectives, including establishing resilient infrastructure, driving economic growth, and mitigating health and safety risks. By participating, New Hanover County signals its commitment to sustainability and collaborative economic development.
"I see this as an excellent opportunity to support sustainability initiatives and foster collaboration between the county and Wilmington," Wampler noted, highlighting the program's potential to transform local infrastructure and economic landscape.
